Biography

H.E. Hind Aboud Kabawat is the Minister of Social Affairs and Labor in the Syrian Arab Republic, known for her work in social justice, peacebuilding, and institutional reform. She holds a BA in Economics from the University of Damascus, a Certificate in Conflict Resolution and Arbitration from the University of Toronto, and an MA in Law and Diplomacy from the Fletcher School at Tufts University, and was a Visiting Fellow at Harvard Law School's Negotiation Program. She has led reforms to strengthen social protection systems, rehabilitate care institutions, and launched Syria's first national social protection strategy aligned with the SDGs. Her efforts include harmonizing labor laws with international standards, establishing the National Labor Market Information Platform, and supporting rural women and small enterprises. Previously, she served as Deputy Head of the Syrian Negotiation Commission (2015–2017), directed the Peacebuilding and Interfaith Dialogue Program, taught at George Mason University, and founded Tastakel, which has trained thousands across Syria.
