Biography

​​H.E. Yousef bin Ali Al-Khater is the President of QRCS. He has been member of the Shura Council since 2021. As a diplomat, he worked at the Office of the State Minister for Foreign Affairs (2006-2008). He served as a consul in Houston, Texas, the United States (2008-2011) and as an ambassador in many countries — Australia and New Zealand, the United Kingdom, Ireland, and Iceland (2012-2021).

He holds Bachelor of Education from Qatar University (1992) and Master of Public Administration from the American University – Washington, D.C. (2001). Over the period 1992-1996, he worked at the Ministry of Education (MOE) as an education researcher at the Department of Research, then as Manager of Educational Planning Unity at the Office of the Minister of Education. During the period 2002-2005, he worked as Secretary-General of MOE Qatar National Commission for Education, Culture, and Science, and he represented the State of Qatar as member of the Executive Councils of the Arab League Educational, Cultural, and Scientific Organization (ALECSO) and the Islamic World Educational, Scientific, and Cultural Organization (ICESCO). During the period 2003-2005, he was member of the country's first National Human Rights Committee (NHRC) as representative of MOE. He attended numerous regional and international conferences.
